The Department of Behavioral Health and Developmental Services’ (DBHDS) Health Support Network (HSN) is seeking three (3) highly skilled and experienced individuals to serve as a Behavior Analysts. This position will provide oversight and input into enhancing the quality of behavioral services for individuals with developmental disabilities throughout the Commonwealth of Virginia. The position will have responsibility for synthesizing work completed by Licensed Behavior Analysts/Assistant Behavior Analysts, Positive Behavior Support Facilitators, and other professionals delivering therapeutic consultation behavioral services through the Developmental Disability Waivers. This position will also act as community consultant for the aforementioned providers as it relates to technical assistance and quality assurance of behavioral programming, along with working with Community Services Boards and providers to connect individuals in need of behavioral services to said services in a timely manner. In addition, the position will collaborate surrounding additional initiatives on enhancing the quality of care for people receiving or in need of behavioral services through the DD waiver system in Virginia.

Additional responsibilities include:
• Conducting quality reviews of behavioral programming using the Behavior Support Plan Adherence Review Instrument (BSPARI) to ensure adherence to DBHDS/DMAS Practice Guidelines for Behavior Support Plans.
• Developing plans for improvement with behavioral providers and ensures that they are implemented.
• Gathering and reviewing statistical information based upon BSPARI reviews and service authorization data on connecting individuals in need of behavioral services for policy and program development, along with Department of Justice reporting purposes.
• Facilitating provider and program developmental in collaboration with Community Resource Consultants and other Office of Provider Development and Office of Integrated Health team members.
• Working in concert with ABA, PBS, and other provider organizations that govern behavioral service provider types to identify service and quality gaps and to develop and implement plans to address those gaps.
• Knowledgeable of current trends and activities associated with best practices for both focused and comprehensive behaviorally analytic services.
• Reviewing trends and best practice in the use of behavior analysis and positive behavior support within Virginia and throughout the country to ensure policy and practice are in alignment with best practice.
• Working collaboratively with all department staff to ensure a coordinated system of care for individuals receiving or in need of behavioral services, as well as with and individuals that contact the crisis system.
• Executing ongoing training and information dissemination related to behavioral services under the DD waivers to recruit new providers and enhance the quality of behavioral services from existing providers to meet Commonwealth of Virginia and national best practice standards.
• Site visits to providers to provide training on best practice in behavioral support may be an aspect of the position.

Minimum Qualifications

Qualifications include:
• Licensed as a Behavior Analyst through Virginia Department of Health Professions.
• Competence in providing behaviorally analytic services to include functional behavior assessment and evidence-based treatment of challenging behavior/skill acquisition programming function based treatments.
• Experience in quality reviews of behavioral programming.
• Competence in developing and delivering training to a wide array of audiences (i.e. behaviorists, CSB staff) using best practice training approaches.
• Knowledge of Person-Centered Thinking Practices.
• Knowledge of the Community Services Board and Developmental Disability waiver systems.
• Knowledge of quality assurance and improvement methods.
• Demonstrated ability to clearly identify the needs of the service area and to articulate clearly those needs to supervisors and other officials as is necessary.
• Ability to use Microsoft Suite (e.g. MS Word, Excel, PowerPoint); proficiency in using Microsoft Excel to collate and analyze data as well as create informative visualizations.
• Ability to stay in command of emerging developments in the field of behavioral services and to help in the development of policy that may utilize new and proven strategies for supporting people accordingly.
• Experience working with clinical staff, case management, and consultation services for individuals with developmental disabilities including autism and/or dual diagnosis of mental illnesses, including their families/care providers.
• Ability to manage multiple competing priorities and to ensure follow through in a manner consistent with agency policy and practice.
• Experience in providing behavioral and crisis services to individuals with developmental disabilities including intellectual disabilities.
