Important Information for Optum ABA Providers

You may be aware that Optum ABA has announced a recent policy update to its National Network Manual requiring that all technician-level individuals hold a national certification, similar to the Registered Behavior Technician® (RBT®) certification provided by the Behavior Analyst Certification Board® (BACB®). 

These policy updates are set to  go into effect August 15, 2024.

VirginiaABA understands Optum’s commitment to provide quality care for its members, however we recognize the policy clarification and fast-approaching implementation date could have a negative impact on our clients and families. Those who do not currently meet the requirement may be impacted by a variety of challenges (e.g., serving rural areas that make hiring and finding test dates challenging, serving a large percentage of clients with Optum funding, high rates of turn over) that translate into disruptions or interruptions of services. 

Some providers may already have practices in place to meet this requirement under contracts with Optum or other payors. Others may need to take immediate action to align their practices. VirginiaABA encourages providers anticipating setbacks due to this upcoming requirement to contact their Optum Contract Manager to share information about the impact this requirement has on their individual practice. Providers should consider requesting an extension and if needed, a grace period for newly hired technicians who do not currently hold the proper certifications. 

VirginiaABA recommends that  providers prepare to share the following data with their Optum Contract Manager:

  • The number of Optum (and non-Optum) members affected by this recent update
  • The expected duration of service interruptions 
  • The percentage of currently certified technicians vs. non-certified technicians
  • Cost and timeline needed to train, test, and certify non-certified technicians
  • Other logistical concerns (access to testing dates and centers, average pass rates, application processing timelines, etc) 
  • Other confounding variables such as high numbers of Optum Members, rural area, etc. 

Please note that these upcoming policy changes only impact commercial Optum plans. Medicaid plans are not affected at this time.
